The RAM-273U is a C size 1.5" rubber ball with a hex post and a 1/4"-20 stainless steel threaded stud. Screw it into any surface with a 1/4"-20 tapped hole to create a RAM® mounting point for a C size double socket arm.

Can this replace the bolt in a C size socket arm to add a second ball?

No; RAM® advises this adaptor is not an Add-A-Ball™ and will not replace the bolt of a C size socket arm. It is designed to screw into a 1/4"-20 tapped hole in a mounting surface.
